In multiple European cities now I see taxis being allowed to use the bus lane (while of course regular cars are not). What's the policy justification for this?

In a sense, taxis can be seen as a low latency + high location accuracy form of public transportation, but with low capacity. The cost of said latency + accuracy is bourne by their users.
