1) degen comes from the circulating supply
2) it gets locked until the end of season

hm my initial reaction is
1) why isn't this on degen chain, seems like an obvious use case to try something on there?
2) this seems extremely prone to engagement farming but the dynamic of locking existing supply makes the trade off interesting

re 1) no opinion (what's the use case for l3, the "rain credits"?). 

re 2) seems to be a big improvement over the current moneygun mechanics. do you see new kinds of issue arising from this?

in any case, new initiatives usually lead to unpredictable side-effects, but...

1) kinda rhetorical because i'm confused what the role of the L3 is. could be used to force some L3 usage or even act as a bridge - lock tokens on Base, pay them out on L3
2) wouldn't call it a huge improvement but an improvement nonetheless i guess
