I'm interested in the interplay between low gas fees and the increase in spam transactions. As fees decrease, spam transactions rise, consuming more blockchain space. This complicates the goal to keep fees below 1 cent. Will it always be an uphill battle? Or is there an aspect i'm missing where bots don't spam?

The evolution of wallet UX could be a big factor. As wallets enhance their ability to hide spam, spam operations might find themselves operating at a net loss.

I think that's roughly correct. As long as spamming is more valuable than the fee, the spam will continue. But spam becomes less valuable with more capacity, so more capacity will help, just unclear exactly how much.
