Governance Debt: When a centralized group makes a decision outside of the agreed upon process. Community views it is as illegitimate. Centralized group now has to spend time restoring trust (principle), or risk the breakdown of trust and organizational function (interest).

Yeah, that might be the way to go. Especially because on the other end of the scale, decentralized gov incurs its own form of debt in the form of bureaucratic bloat that may not stay up to date with changing circumstances. The more legitimate processes we create (principle), the more we need to update them (interest)
