Governance Debt: When a centralized group makes a decision outside of the agreed upon process. Community views it is as illegitimate. Centralized group now has to spend time restoring trust (principle), or risk the breakdown of trust and organizational function (interest).

The real kicker is that this often happens in the absence of an established process, and making that call seemed completely legitimate. Centralized group assumes that they were delegated that authority. Community disagrees. Of course, this inevitably happens when something is going wrong.
