Is it illegal to give away money to followers?

What if I said I would give 1 ETH to a randomly chosen follower this Friday? 

Screw it, let's do it. I'm gonna give someone 1 ETH on Friday.

If I have it, there are many things that I want to do for it but the most important thing is that I want my father to start his own business and quit his job as a laborer in a banana farm. Despite 35 years as a laborer, my father is always thinking of us and providing for the family.
