How did it happen that some people got to the top without an advance?

And why from next month? They violated the rule, initially, in order to be allowed, you need to keep 100k.

They used to have an allowance and tipped for at least 5 days during the month, but have since sold. Next month I'll restrict it so they have to continue holding.
