Is there anything about Farcaster being decentralized that uniquely lends itself to frames being possible, or could the same concept be built on a centralized social platform?

Nope. Frames could work on X or Bsky. Expect both to have some variant at some point.

i think the biggest thing isn’t the decentralization it’s the access to the social graph — any app can have mini apps but very few allow you to examine the entire graph of a user easily

afaik, frames as a feature could exist on a centralized platform, but they'd lose their power frames aren't great because they're on one client - they're great bc they can live on *all* farcaster clients at once
