my thoughts on making degen lock up better

1. get a degen allowance based on your % of staked degen in the pool 
2. 50% of your degen allowance can be tipped, other 50% is claimable by the staker next airdrop
3. if you don't tip your allowance you can't claim your airdrop (if you tip 10% you can claim 10%)

what does this fix/accomplish? this seems to lower everyone's allowances even more than they're already going to be lowered (since 50% is being returned to you) and penalizes a person for taking a day off, when there's minimal downside since not putting more degen out there somewhat helps everywhere with supply reduction. 

plus, i personally don't want that 50% back.

i think it's a creative idea but, imo, i think it causes more trouble than it solves for. 

- i think having a separate staking mechanism for people who don't want to participate in tipping game could be a good thing. 

- people with big allowances not tipping is quasi annoying but seems to not really be an issue since it causes supply reduction. and right now those people get an allowance simply by owning degen. now they have to actively stake it. and without any other benefit, they simply won't stake it and won't have an allowance anymore to go to waste. so this may solve itself tomorrow. 

- of course i could, but that changes the psychology of the game

- bigger wallets also have a reason to stake degen
- people with a big degen allowance have a reason to tip it (atm there are a lot of accounts with a big degen allowance that don't use it)
- if you don't want to keep the 50% you can give it away to your friends with @paybot afterwards :)
