Procreate is a good tool. I don’t have an iPad so I use “procreate pocket” for iPhones. It’s very easy to use. You can draw out each frame as different layers, or edit a picture into different layers and the app will then convert them into frames and render them as GIFs or Videos

I was a little mistaken! You were explaining how to use GIFs. I use a software called Aseprite I used a variety of products, but this was the easiest to use. In my case, I first trace the original image and then create a similar one on the software I put a layer on top, like a coloring book. https://store.steampowered.com/app/431730/Aseprite/?l=japanese

Then copy that image to the next frame and remake it, like this. Then change or adjust the speed of the frame and export it to a GIF. This is a very simple explanation, but once you get used to it, you will understand a lot. I've only been using it for a few days.　 haha
