Try: 
- Put her infront of her favourite show on the tv or ipad while you brush  
- Hold it like a pony tail at the top (so no pulling) and brush from the bottom.
- Start slowly teaching her how to brush her own hair.
- Have her brush a dolly's hair while you brush hers
