Did @l2beat ever post an explanation of why Base is Stage 0 while Optimism is Stage 1?

High level they look the same. it seems to hinge on "Security Council is not properly set up", but I can't immediately see out why not.

FYI: we’re not pumping the gas target this week as fault proofs are going live on @base tomorrow, marking an important step toward Stage 1 decentralization

This upgrade enables anyone to deposit + withdraw funds to/from Base via Ethereum, removing the need for centralized actors

IIRC Base didn't complete all the upgrades yet to become Stage 1? Or they just did (was scheduled for end of October?) and @l2beat hasn't updated yet?
