If you want to pump GDP, you'd just increase immigration and decrease interest rates. I don't think there's a strong argument that Canada's GDP is correlated with innovation. GDP is just a shitty metric.

Also could substantially increase our debt-to-GDP ratio, fund a whole bunch of spending, great for GDP. Shitty for everything else.
