Imagine a world where most content is made within small groups rather than individuals, and published outwards collectively or cross-pollinated with other groups. Reputation is attributed to the group as a whole, so social norms are self-enforced within each group.

No, better would be to have conventions and technologies for cross pollinating all of the 3-5 person Whatsapp/iMessage/Telegram/Signal groups around the world.

That is one way to imagine it! Another way is something like Google+ Circles. Or as each chat group as a little DAO and a social network that only consists of these little DAOs. Or something else altogether. IMO under explored space.
