I mean it's consistent to want public officials to use accountable channels to do their job, and also consistent to want whistleblowers to have the ability to deviate from channels beholden to power structures in order to expose corruption within those structures, right?

Somewhat, though I think unelected bureaucrats who try to avoid the structures keeping them accountable to the public is a much bigger problem than directly elected or appointed public officials. "Power" is the delta between one's ability to ruin everyday citizens' lives while not having to answer questions about it.
