L2 sequencing is coupled with L1, so can't do things like superfast 200ms confirmation sequencer times or whatever. In principle, would have to wait for the L1 to produce a block with your txn, so ~12s right now. At best, could do somekind of optimistic assumptions about inclusion, or commitments from block builders, but it's a much more adversarial/competitive environment than dedicated L2 sequencers so the optimistic guarantee would be weaker in many ways.
