correct me if I'm wrong, but IIRC google's restrictions for alternative payments was only for app functionality upgrades? it didn't apply for out-of-app services like Patreon/Netflix/etc? and i think even those restrictions were lifted a couple years ago after some lawsuits? 

more specifically, does Patreon today on Android have to pay a Google Tax for subs?
