Is it illegal to give away money to followers?

What if I said I would give 1 ETH to a randomly chosen follower this Friday? 

Screw it, let's do it. I'm gonna give someone 1 ETH on Friday.

I definitely would love to used the ETH to check up my father in our trusted hospital and continue what doctor says~ if they say that my father needs operation for his cysts then I would gladly used ETH to paid for it. It will be a very big help as a Student I still dont have enough money to sustatin his meds so if I win it will be a miracle🤞🏼hear my wish @shanemac.eth
