Is it illegal to give away money to followers?

What if I said I would give 1 ETH to a randomly chosen follower this Friday? 

Screw it, let's do it. I'm gonna give someone 1 ETH on Friday.

Since it isn’t illegal, I’m splitting it on chain and offchain

Onchain: I’ve had plans of opening my first Warpcast channel on farcaster I’ll use half of it for funding the channel and  giving out to the channel members 

Offchain: I’m going to use part of it to pay the other half of my rent, get my dad a new tv for his house, he’s been complaining about the old one for months.
