Is it illegal to give away money to followers?

What if I said I would give 1 ETH to a randomly chosen follower this Friday? 

Screw it, let's do it. I'm gonna give someone 1 ETH on Friday.

I would use it to buy art from artist in the space who show up daily, grind out killer art and make the space as creative as it is. I would then gift 90% of the art to the collectors who make it equally rad. Give forward ✌🏼
