LA folks help me decipher this sign… Is this saying the hand sanitizer itself might expose you to mercury or the hand sanitizer dispenser has mercury in it? Or is it both?

The building itself requires this general notice. Not the business, nor is it referring to any specific aspect of the space eg sanitizer dispenser. In speaking to the building inspector at my old office he said usually the notice comes from chemicals in the basement or contaminated soil from previous lot occupants.

It was a fair question, and the fact that its true purpose isn't clear to 99.9% of us shows us that the approach is only creating more confusion. All it does is prevents them from legal troubles if someone gets sick and says "hey being in your building gave me cancer!" They can say "hey did you read the sign?"
