What is the right way to get into the flow for making proposals.  seems like it needs two votes, but I only have one noun.

Is the idea to surface them here, find someone to support so I have two votes to make the proposal, and then write the proposal on the discourse to put into into the voting workstream?

Yes. Create a candidate proposal on nouns.camp -> shop around for consensus to get it promoted onchain.

You can also just do w/e and get retro funded by posting on /nouns-retro
