One question. I had trouble knowing which part is fact and which is your interpretation. Is it certain that any activity other than follows is accounted for positively?

The reason I'm asking is, while I was thinking almost the exact same way as you wrote, I've also heard that nothing matters other than PB followers (exclude spam label).

Yes, that's more convincing to me. Maybe what I heard was referring to the old algorithm or something.

I don't know about those never getting a badge, but regarding those who lost it, I think it's more about the bot/spam label rather than the pbu followers factor.

In reference to my other reply. clout and reach is definitely an important factor but I‘d think not the only one. there are numerous new power badges users that have only a couple of pbu (high-profile) followers while others with way more didn’t get it or lost it. they said it’s not a simple algo anymore.
