This is the rarely-expressed exact opposite of DST abolition: literally do micro-DST every single day to keep local time adjusted to sunrise (though I would just do sunrise = 0:00). I actually... kinda respect it? Some precedent in ancient chinese timekeeping:

The time resets to the start of the next day some time between ~23:55 and ~24:05 (<24:00 in Q1+Q2, >24:00 in Q3+Q4). This whole process is managed by computers. Realistically you would end up with more fine-grained timezones and time differences often changing; that's the main (huge) downside of this proposal.
