How to increase ETHs moneyness/SoVness properties?

Why that's simple - just increase Ethereum's network effect which in turn puts ETH into more people's hands.

That's the "increase Ethereum's network effect" part :)

ETH also exists as money on other layer 1's as well!

As is, ETH as money will only be possible on L2s or similar

Transaction fees on mainnet are still too high to be the future of money

just pump the price and eth is automatically more money and sov than now
