Neynar update: Notifications API is now faster and includes quoted casts

Go forth and notify!

neynar has a few different notifications related products:
- webhooks to receive real time event notifications on your backend
- infra to send push notifications when building v2 frames
- REST API to fetch notifications for any given user

the last one (REST API) did not return quote cast notifications till earlier this week meaning if building a client with that API, it wouldn't send a notification when there was a quote cast for the user

that's available now, and the API is faster
