We brought this up early in the design of $nouns (see quote cast below).

The hard thing is that lowering quorum means an easier governance attack.

The real issue isn’t $nouns, it’s that there are too many Nouns included in adjustedTotalSupply which are not participating in governance.

Reflecting on what is happening in with Compound governance right now, thinking there should be a penalty for NOT participating in governance, or some type of mechanism to “lock out” Nouns when not participating and having the quorum change dynamically to account for this, but to “unlock” this Noun it will re-add it to the totalAdjustedSupply before being able to vote. 

I.e make it so not participating doesn’t brick governance, and also make sure it doesn’t create an attack vector.

Why can’t dynamic quorum be a threshold of a voter participation moving average on n previous proposals? 

Would remove the need to blacklist addresses that hold unvotable Nouns and be based purely on recent governance activity that adapts accordingly.
