Elinor Ostrom's Governing the Commons is a classic. Political theory/history book but really well supported empirically. https://www.amazon.com/Governing-Commons-Evolution-Institutions-Collective/dp/0521405998

never read the book itself although the principles itself are pretty familiar by now, still worth checking out I imagine
