hooks are points in the protocol’s code where custom logic can be inserted this means that devs can add their own features or rules into the process of swapping tokens e.g., a hook could allow for additional steps or checks to be performed before a transaction is completed

in other words, they want devs to build defi projects using v4 smart contracts as the base, implementing custom logic at key points to create interesting new-fangled AMMs that can be used in gaming, to create token-gated markets, new incentive structures, etc.
