What assets should be part of the national digital asset stockpile?

I'm not a maxi, but BTC is the only one that is worth it.

none. america shouldn't prioritize one currency over the other. what i'd like to see is an experiment with stablecoins as part of fednow or somesuch.

treat it like technology and allow the best tech to win on its own merits.

As a country the best bet is to stick with the giants. 
And with time dip toes in projects with very high utility
