Network States

A true Network State will emerge in the next decade as a result of a series of own goals by nation states such as a crackdown on free speech, codifying anti-innovation rhetoric into law, new tax policies that have already failed in other parts of the world, etc.

Where can such a network state form that meets two conditions: (i)  a jurisdiction which permits this innovation, (b) a jurisdiction which respects free speech and other civil liberties?

I'm really struggling to think of an example.
