There's no EIP to fix Layer 2 fragmentation.

The fix is shared sequencers, based rollups, and agglayers w/ a sprinkling of intents to fill the holes.

Fragmentation is good for competetion and invention, but it is a double edged sword. PC market was and is still fragmented, it worked for a while until Apple did a better job with Mac. I think same risks exists unless a clear winner emerges in L2 very soon

Or one layer 2 super chain wins lions share of activity.  Is there a risk that comes with this?
