I really dislike how hard it is to discover good podcasts. Specifically, episodes rather than shows. I’d rather listen to the top 5% episodes from a bunch of shows than 90% episodes of a great show. How is this not a solved problem!

Sooo true. For me, when discovering podcasts I'm not looking for very specifit topics but rather more didactic personalities with interesting stuff to say. Seems to me that recomendations are too centered in content rather than podcaster personality, and for me thats a huge thing
