yes the flow is likely full, we put a cap on the salary so that new folks can't apply if there are too many builders in one category

a friend of mine wanted to submit an application on Storytelling Flow, but her application was challenged with something like : there are more than enough curators on this flows . (!) so she couldn't submit her proposal,
is that allowed? and if so, I am inviting about 10 new builders onchain to join flows, will there be a problem for submitting to categories like storytelling, art and ...?
