does he just not understand how many movies are filmed outside the US? or does he mean like forcing Netflix to pay more for Squid Games season 3?

No idea, implementing this is going to be very difficult. Not only that but US films produce a trade surplus, which could mean the results of this move end up opposite his overall trade policy goals.
