there are genuine usecases where people do this too such as an artist thanking collectors who minted their latest work

Got it. So am assuming the algo takes an explicit report action as a signal and not just a cast with multiple tags

If you mention people who don't want to be mentioned, you'll get reported. 

If you get reported a lot, the algo will assume youre a spammer.
