For now I'm just posting an idea how it could work:

- custom contract where people give allowance (up to X amount) with token of their choice (they could do that via frame and/or nice UI on the website)
- they have the ability to add action(s): tip {X amount} $TOKEN

I’m a builder looking for the next challenge. 

The bad thing is that contract owner has access to the all allowances (action server needs to access them in order to tip them).
Ideally contract would check the signed message and only allow signed action, but for now it's expensive to do that on-chain.

So you suggest it won't work on Base, need an L3 or go offchain?

With actions, not in a trustless way (it could but with high gas cost per each tip). In centralized/off-chain way no problem. Almost anything can be done. :)
