I also don't think this will help in anything. It's indeed something like cookie consent law in EU.
Chromium is v complex and many core devs are Googlers. Google has merits when they say sale would be detrimental for users.

Doesnt spinning chrome seem like just total lip-service virtue signal. 

The monopoly scale problem with Google is not an open-source browser (or at least an OSS at core browser). Indeed, the investment into chromium, and particularly V8 is like the one kind of thing that concentrated resources in a monopoly has been good. 

How about spinning out the ad business or something with any teeth. This, on the surface, looks like bureaucratic performance art.
