what do we think the effect would be if we paid politicians way way more e.g. US president $1b salary for four years, senators $100m etc

doubt comp is the main factor preventing talent flow to politics or impact when in. Feels more imp to make govt a proving ground vs resting ground by (a) making post-political life a forced reality and (b) one driven by effectiveness in office vs access. Term limits + campaign finance reform good place to start.
