Yes, it has built network effects, i.e. merchants, their friends/family also use it. Ethereum has more liquidity which L2s can tap into, and are already much cheaper than Tron. Still, needs a massive marketing push.

unpopular opinion: ppl in frontier markets use Tron USDT primarily because it's cheaper (deeper liquidity) and better known (first mover advantage)

quickly and easily grab the capital is de-motivating long-term builders. Another point is no standard tech stack dominates yet, thats opp for infra idea to arise.
