Upcoming channel changes

We're *previewing* some upcoming changes so people 1) can understand and 2) provide feedback.

These changes are not launching yet. It will be a couple weeks. There will also be a bunch of communication to channel owners. 

After reading the entire doc, feel free to reply to with feedback or send me a DC. I've tried to answer a lot of common questions in the FAQ.

Being able to iterate on channels like this is a good reason for them not being a formal part of the protocol yet.
