A merchant wants to accept USD debit cards (for in-person sales) in the US, and get paid in USDC. What is the current best solution for this?

Or try Stripe and set it so that payout is via USDC https://support.stripe.com/express/questions/stablecoin-payouts

This looks like it is for "platforms" that need to pay out to their members (and thus these members can get stablecoins), not for individual merchants to get paid themselves. It's also not clear if it's possible to set up without a US identity. But promising for Stripe to get more serious about stablecoins!

You can use stripe connect or stripe express as a merchant and configure stablecoins as your default payout. Providing they can set it up in their country, this would solve the need.
