The spam problem is being passed to channel host to deal with. If you have spam, it’s because you invited the spammers to your channel.

You're probably right!  The Warpcast team has to have some big picture reasons they are making these drastic changes.  I'm not going to pass judgment until I can see how it plays out.  Very happy people marked as "spam" will now be seen in channels but it'll take some getting used to.
