If a startup is having problems and you suddenly fire all the employees does that fix the problems? 

Tbh, it sounds like this is a bad idea. I’m not involved directly in the DAO and am missing context, but these types of governance votes seem pernicious.

$1M+ in revenue for a brand new co feels like a success, no?

New budget with a different approach that represents the issues being brought forth. Changes to how the DAO operates, hopefully with a path to profitability instead of marching toward the end of the runway. Feels like a big gesture if the community rejects a budget and stands up for real change and accountability.
