Why don’t I see any ZK based applications in non EVM chains(Solana, Aptos, Cardano etc) ? Do they not care about privacy or am I ignorant?

I think you're just seeing a lot of public user facing content around. Zk EVMs and zkRollups because that's where the devs/money/users are.

E.g. at Polygon we have 2 zkEVMs (Hermez and Zero) but also 2 general zkVMs (Miden VM and Valida) as well as just plain proving systems (plonky2).

More than just scalability use cases I think polygon did a good job with Polygon ID. Made it easier for applications to build on top of them. I’m interested in use cases like that where ZK is not used just for scalability. Panther protocol comes to my mind
