Can see where you are going with the sentiment however it gets tricky as it's has been long time since art has been exclusively held to ransom by the idea of craftsmanship. A similar argument has raged and still rages about Duchamp's readymades. Art is also a matter of judgement & sometimes only a matter of judgement.

I was thinking more of that judgement on the part of the artists themselves about their own work, a prime example being conceptualism, where ideas are often more dominant than craftsmanship.

Perhaps, but if so it is only the judgement of the boards of trustees of major art galleries, the curators of national museums and of course a handful of large private collectors.   
Personally I don’t hold much truck in the exceptionalism of chefs - unless they grow the food first.
