Very simple spec for a first cut of programmable DCs. Plan is to basically expose a thin layer on top of internal Warpcast APIs. We don't know enough about the final shape of public DC APIs, so will keep it simple to start.

I think it’s ok for V1 to not have opt in as long as users can accept to receive DC only from people they follow.
Next topics to tackle IMO:
* Not having a reply hook is going to limit the usage to push notifications.
* Unclear encryption gives quite a lot of central power.
