In terms of on the ground action there's the office of digital innovation and other ancilliary stuff at the state level, lots of local innovation offices and lots of amazing stuff happening in CA's creative ferment from startups to clever civic on the ground changes etc etc. 

But here's the former CA state chief data officer saying that the model for the last decade hasn't worked and the gov tech movement needs to step its game up.
