The alien has only four fingers. If he counts on his fingers, there are four digits so it goes 1, 2, 3, 4, 10, 11, 12 … 

When he runs out of fingers for the first digit, it flips over to 10 so he calls it base 10. 

It doesn’t matter how many fingers one has, it will always look like base “10” to that person.
