Yea it’s expected, for example the Escrow vault type doesn’t earn interest from borrowers as it doesn’t allow borrowing (only purpose is to be used as collateral in other vaults). Also, since Euler v2 is still new, some vaults haven’t yet attracted liquidity and borrowers.
